Description

Under the general direction of the Town Manager, and under the general direction of the Director of Community Services, recommends and develops strategies and plans for the provision of recreation, educational and cultural programs in the Town that are consistent with quality and financial objectives; oversees the administration of all such programs and the implementation of related special projects and new ventures

Responsibilities

Recommend and develop plans for the provision of recreational programs in the Town that respond to community needs and are consistent with financial objectives of the Town and the Recreation Division and the Department of Community Services.

Identify and recommend strategic opportunities for special projects and new ventures that are consistent with the mission of the division.

Assess community needs for new recreational, educational and cultural programs.

Oversee on-going administration and scheduling of division programs, including recreation, afterschool enrichment programs, licensed afterschool programs, summer playground programs, adult education programs, and special events.

Evaluate the utilization and effectiveness of all programs.

Promote community relations and community education by increasing the visibility of the office through appropriate reports and programs.

Subject to the approval of the Town Manager and Director of Community Services, hire or recommend hiring of all division staff; directly supervise all division staff, including program coordinators, contractors and seasonal employees.

Manage and control the financial operations of the division, including funds provided by the Town and funds collected through user fees.

Prepare, recommend and defend divisions annual budget; manage division payroll; approve all purchase orders and request for payments; establish program fees; and oversee the collection, deposit and expenditure of all funds, consistent with Town policies and procedures.

Develop and defend capital improvement projects for Town parks, playgrounds, and recreational spaces.

Responsible for marketing of division programs through various publicity efforts, including several seasonal program brochures, multiple websites, and social media. Prepare and make presentation to community leaders, user groups, civic organizations, etc.

Seek additional program funding through grants and corporate solicitation.

Work with Town Manager, Community Services Director, Town Department Heads, and School Administrators and other personnel to coordinate school based programs and Town services.

Qualifications

Ability to recognize and accomplish Town-wide priorities and work cooperatively to support their accomplishment as part of the Town Managers administrative/management team.

Ability to establish goals and objective for the department or division.

Ability to analyze complex issues and to develop relevant and realistic plans, programs and recommendations.

Planning, leadership, management, organizational and supervisory skills.

Excellent marketing and public relations skills.

Financial management skills.

Ability to communicate effectively both verbally and in writing; to establish positive public relations for the Town, department and/or division; and to interact effectively with a wide variety of people, including town and school officials, community organizations and the general public.

Knowledge of Continuous Quality Improvement practices and techniques.

Must be computer literate.

Education and Experience Duties require Bachelors degree in Recreation, Sociology, Psychology or related field,

Masters Degree preferred; 5+ years progressively responsible experience in recreation management; or any equivalent combination of education and experience.

Certified Park and Recreation Professional (CPRP) a plus.

SUPERVISORY RESPONSIBILITY
Responsible for direct supervision of 5 or more full-time equivalent staff and indirect supervision of more than 200 seasonal and/or part-time employees.

PHYSICAL ELEMENTS
More than half of time spent in normal office environment, not subject to extremes in temperature, noise, odors, etc.

Involves travel to meetings and other communities.

Duties require frequent attendance at evening and weekend meetings and programs.

Involves frequent travel to outdoor and indoor recreation programs and/or events.
