The Special Education Registrar is a full-time, year-round position primarily responsible for requesting records and entering academic data for students in a well-organized manner and in full compliance with relevant laws. This position processes record requests for both new enrollments and withdrawals, maintains student files and records, facilitates communications with various stakeholders, performs data entry into appropriate information databases, and assists with external records requests.

ESSENTIAL FUNCTIONS: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties.

  • Requests and tracks receipt of records for newly enrolled special education students.
  • Processes special education student withdrawals and fulfills record requests for special education withdrawn students within prescribed time frames.
  • Processes and sends out record requests, enrollment notifications, and withdrawal notifications between the school and school districts.
  • Creates and maintains student cumulative files and other student records; establishes and maintains secure access to student records; ensures proper disposal of student records.
  • Processes and scans incoming special education records and uploads them to the appropriate database.
  • Routinely uploads ISPA-generated files to the electronic student database.
  • Processes incoming high school transcripts in a timely manner, enters transcript data into school databases, uploads the transcripts to the electronic student database, and files paper copies when needed.
  • Assisting the guidance counselors with verification of earned credits and ensuring proper class placement.
  • Assists counselors in verifying graduation requirements.
  • Maintains up-to-date electronic files and record-tracking spreadsheets in preparation for monthly audits of records and assists in regular file reviews to ensure compliancy including verifying the presence of documents.
  • Ensures that all special education students have current information and files are complete as required by Pennsylvania Department of Education.
  • Coordinates with outside school systems, school districts, guidance departments, and guardians of special education students for the timely procurement of current and accurate documents for enrollment of students.
  • Processes parent contact and data information changes.
  • Communicates tactfully and with sensitivity, recognizes and maintains confidentiality in job-related matters.
  • Serves as a primary point of contact for families, teachers, staff, child welfare agencies, and other schools requesting access to student information and records.
  • Assists in routine administrative duties includingpreparing and maintaining transcripts and records release forms; preparing progress reports; and preparing school-wide mailings.
  • Ensures that school personnel comply with the Family Educational Rights and Privacy Act (FERPA) while ensuring the proper access, security, and disposal of student records.
  • Assists with other operational needs, especially record-keeping, office needs, and testing, during school year and summer break.
  • Performs general office work as needed/requested.

Supervisory Responsibilities: This position has no formal supervisory responsibilities.

Minimum Required Qualifications:
  • High school diploma
  • One (1) year of clerical work experience OR
  • Equivalent combination of education and experience

Certificates and Licenses: None required.

Other Required Qualifications:
  • Demonstrated organizational skills and knowledge of systematic filing procedures
  • Ability to function as part of a team of office professionals
  • Good verbal and written communication skills
  • Ability to use web-based database programs to enter and monitor education information
  • Ability to perform multiple tasks
  • Detail-oriented with ability to identify errors in student data and information
  • Proficiency in Microsoft Outlook, Word, Excel and Access
  • Excellent time management skills
  • Communicate professionally and tactfully through all communications
  • Excellent customer service skills
  • Experience using search engines (internet) for research
  • Ability to pass PDE required background check for school employees

Desired Qualifications:
  • Associates degree
  • Two (2) years of experience supporting Special Education or other school-based office operations support
