Summary: Directs the management of the day to day functions involved in administering the operating budget including, conducting pre-audit function in accordance with federal and state statutes, performing complex analysis of budget expenditure, assisting in the maintenance of proper budgetary controls and coordinating and monitoring the daily activities of staff. Reports directly to the Executive Director of Budget Development & Management Services.
Essential Duties: (These duties represent a sample and may vary by position.)
Performs and directs staff in completing complex studies and trend analyses of actual and forecasted budget expenditures
Reviews budget allocations and expenditures for compliance with federal, state and local laws, rules and regulations as well as grant compliance and independently approves the expenditures of funds up to $30,000
Directs, develops and trains staff in the duties of administering the district?s budget
Assists in the development, training and implementation of budget operations policies, procedures, and budgetary controls and recommends changes as needed to improve operational efficiency and effectiveness
Assists CFO and Executive Director (ED) of Budget in the development of the district?s budget strategy and supports budget development team
Provides financial analysis and benchmarking as needed (i.e. historical trend analysis to predict future outcomes, multiyear budget plans, and KPI comparisons to similar districts)
Consults and advises executive staff, department heads and department staff on operating budget policies and procedures, issues or concerns
Promptly responds to inquiries from the Superintendent, executive staff, department heads and department staff regarding budget operations issues
Monitors economic conditions as well as state, federal and local legislative activity that affects the district?s fiscal landscape and/or has immediate budgetary impact and communicates such events to CFO and ED immediately
