Summary: The Assistant Director of State and Federal Testing will support the Director by managing the day-to-day operations of the State and Federal Testing department projects and staff. The Assistant Director is responsible for the coordination, review, approval and acquisition and delivery functions of testing materials and the submission and/or approval of district wide requests to test outside the normal testing window as well as testing medical exemptions requests. The Assistant Director will oversee departmental activities to ensure testing projects are aligned with district, state and federal standards. The Assistant Director will direct activities and staff responsible for one or more components of the state and federal testing program. The Assistant Director will serve as the liaison between functional department leadership and the State and Federal testing staff in the absence of the Director, State and Federal testing.

Essential Duties:
  • Directs activities and staff with the daily support of State and Federal Testing projects in the absence of the director.
  • Manages significant testing projects to ensure they are completed on time, within budget, with a high degree of accuracy.
  • Reviews, approves and prioritizes State Testing project requests.
  • Communicates effectively with our CMS and State Education Agency (SEA) customers.
  • Assists with staff interviews and the hiring process.
  • Assists in the review and evaluation of work of subordinate staff and prepares performance reports.
  • Monitors and prepares reports to ensure departmental projects are progressing to meet the deliverables on time and budget.
  • Manages a project team for multiple implementations and/or projects as required by CMS goals and objectives.
  • Follows a defined project management methodology, accountable for the detailed planning of steps and resources needed to meet the objective.
  • Assists the Director in preparing reports and other essential information as needed for the leadership team and others, as required.
  • Monitoring of North Carolina Department of Public Instruction's web-based portal (secure shell) in support of the Director of State and Federal Testing, to foster timely access to data files and documents for the school system.

Education and Experience:
  • Master's Degree in areas that required coursework in testing, data manipulation, or data programming and education
  • One year of experience in testing programs
  • Knowledge of accountability program and data requirements.

Licensing/Certification Requirements:

Certified in Exam Security desirable, but not required

Knowledge / Skills /Abilities:
  • Knowledge of the NC State testing requirements.
  • Knowledge of structuring data for future retrieval in a production environment
  • Knowledge of the NC Standard Course of Study (NCSCOS)
  • Knowledge of the NC testing program, its rules and requirements including how test scores are used in the state accountability system.
  • Knowledge of the CMS comprehensive assessment program including rules and how scores are used.
  • Knowledge of policies and procedures around data sharing.
  • Knowledge of NC Board testing policies and ESSA laws.
  • Knowledge of Strategic Plan 2014 and how results from state tests will be used.
  • Ability to implement strategies that ensure the provision of world-class service to customers.
  • Ability to maintain positive internal relationships with other CMS departments and staff members.
  • Ability to establish and maintain cooperative and effective working relationships with others.
  • Ability to work confidentially and with discretion.
  • Knowledge of project management fundamentals
  • Knowledge of process design, development and documentation practices
  • The ability to work independently with minimal supervision
  • The ability to access SQL data bases
