    POSITION DESCRIPTION

    Coordinate the identification of and special education services for all out-of-district student placements with qualifying disabilities in compliance with federal special education law, Connecticut Rules for Education of Children with Disabilities, and Norwalk Public Schools Policies and Procedures for the Education of Children with Disabilities. Attend PPT meetings, provide oversight, supervision and monitoring of special education needs and services of students enrolled or placed out-of-district.

    ESSENTIAL FUNCTIONS
    • Coordinate, channel, schedule and review requests for intervention assistance and multi-factored evaluations, including case status and progress to final disposition of the referral
    • Monitor students' placements outside of the Norwalk Public Schools district in state approved Special Education Schools
    • Ensure that students receive services prescribed by IEP's
    • Establish communication and ongoing relationships with outplaced students and families
    • Attend PPT meetings and serve as NPS designee
    • Complete the IEP document in compliance with all state and federal regulation
    • Maintain an Excel spreadsheet and/or other documentation with all current information regarding the placement, timelines, and responsibilities of the district
    • Arrange for all PPTs in accordance with mandated timelines and ensure that all required participants are in attendance
    • Complete Special Ed Information Sheets for each placement with the details of the placement and provide to person completing contracts for the district
    • Ensure that contracts have been sent to the schools and that a fully executed copy is in the student's file
    • Ensure that all testing is arranged and completed in accordance with the timelines specified in the IEP and/or state guidelines
    • Ensure that all testing is reviewed with parents prior to the PPT and that they have received copies of such testing at least 3 days prior
    • Ensure that all notices for PPTs are properly completed and sent out in accordance with district policy
    • Ensure that IEPs are properly finalized in IEP direct
    • Ensure that students are attending school regularly and if not, that proper steps are taken to address this for the student and possibly with any fiscal adjustments
    • Ensure that all extended school year programs and services are properly arranged for and documented in contracts
    • Ensure that all technology, accommodations, modifications, and/or para support are properly arranged and being implemented
    • Ensure that all student files are properly maintained and returned to the neighborhood school should the child return
    • Ensure that the Out of District Visitation Form is completed at least quarterly for each student and signed by the director or principal of the facility
    • Prepare all local, state and federal reports relative to areas of special education out-of-district placements as required
    • Develop and maintain complete cumulative individual records of all children recommended to receive special education services or those enrolled in special education
    • Maintain a working knowledge of the due dates for Multifactored Evaluation and Individualized Education Plan for all out-of-district placements with special needs
    • Respond to routine questions and requests in an appropriate manner
    • Cooperate with Chief of Specialized Learning and Student Services and Superintendent in the development and implementation of administrative and Board policies regarding out-of-district placements
    • Make contacts with the public with tact and diplomacy
    • Maintain respect at all times for confidential information, e.g., student IEP's, testing information, student and staff information
    • Interact in a positive manner with staff, students and parents
    • Coordinate with staff to assure Individualized Education Plans are complete in an effective and timely manner
    • Review multi-factored evaluations and IEP's for compliance with local, state and federal policies
    • Attend meetings or workshops of programs for special education which may be held on a local, regional or statewide level
    • Coordinate efforts and services with other special education services, such as other special education administrators, Psychologists, speech therapists and supervisors in other programs for the handicapped
    • Follow up contact with parents/agencies and staff, as needed
    • Coordinate development and maintenance of complete child information management systems individual records of all students placed out-of-district

    REQUIRED KNOWLEDGE/SKILLS
    • Ability to work effectively with others
    • Ability to communicate ideas and directives clearly and effectively both orally and in writing
    • Effective, active listening skills
    • Organizational and problem-solving skills
    • Knowledge of IDEA and preschool rules
    • Knowledge of best practices related to special education programs and services
    • Experience writing Individualized Education Plans
    • Comprehensive knowledge of IEP Direct
    • Comprehensive knowledge of Excel
    • Working knowledge of federal and state special education law and State of Connecticut policies and procedures for the education of children with disabilities

    REQUIRED QUALIFICATIONS
    • Special Education License or related service area
    • Bachelor's degree, but Master's degree preferred
    • Previous case management experience
    • 3 years' experience in special education or related field
    • Fluency in Spanish an asset
