General Statement of Duties:
This position is open until filled. Manages all operations related to school safety, threat assessment and emergency management.

This is a 12 month/8 hrs. per day position. The starting annual salary is $46,339.68.

Essential Duties:
  • Serves as the Divisional Threat Assessment Team Leader.
  • Oversees the Divisional Threat Assessment Team in the tracking and reviewing of all threat assessments.
  • Provides guidance and training to school-based and divisional threat assessment teams.
  • Collaborates with directors in the Division of Operations, School Based Mental Health professionals and Directors of Instruction and Exceptional Education to develop, implement and oversee a safe learning and working environment for all students, staff and visitors.
  • Assists in the development and revision of the HCPS Threat Assessment Manual.
  • Provides guidance and supervision in the safety and security of schools.
  • Evaluates safety concerns to recommend and oversee corrective action.
  • Familiar with local, state, and federal regulations to maintain all necessary records and documentation in school safety.
  • Assists the HCPS Emergency Manager in the development and revisions of the comprehensive School Safety & Emergency Management Manual.
  • Monitors compliance with state mandates for safety drills and maintains necessary documentation.
  • Oversees completion of school-based annual crisis plans. Reviews the plans and assists with corrections.
  • Conducts training, drills and monthly meetings with Central Office Safety Committee.
  • Conducts research into current best practices in school safety and submits written reports to the HCPS Emergency Manager.
  • Serves as project manager for school safety.
  • Works with school administrators and Department of Facilities to ensure that all school construction and renovation projects include best practices in school safety.
  • Advises, trains, advocates for, and sometimes directs school administrators in all matters related to school safety.
  • Ensures school-based compliance with all federal and state laws related to school safety.
  • Evaluates safety concerns from parents, the public and school safety committees, and where warranted, recommends and oversees corrective action.
  • Prepares and presents oral reports, presentations and training to individual school personnel and community groups relative to school safety.
  • Writes, updates and presents to the School Board policies and regulations related to school safety.
  • Provides briefings to the Superintendent and other divisional leaders on matters related to school safety.
  • Serves as the specialist for the School Security Officers.
  • Screens all applicants for the position of School Security Officer and prepares final applicant pool for interviews.
  • Provides training to ensure all School Security Offices maintain current state certification.
  • Works with the HCPS Emergency Manager to plan and administer safety training sessions for the school system.
  • Works with Henrico County Emergency Manager to develop shelter identification in the event of a severe weather emergency.
  • Works with Virginia Department of Emergency Management on localized earthquake drills, tornado drills, and preparing schools as mass shelters.
  • Identifies and administers safety training sessions for the school division.
  • Manages projects as assigned by the HCPS Emergency Manager.
  • Attends work daily and is engaged in job responsibilities.
  • Performs other duties as assigned.


Minimum Qualifications:
Undergraduate degree required and a minimum of 5 years of experience in law enforcement, emergency management and or administration-level experience in school safety; Considerable knowledge of the principals and practices of school safety; ability to plan, implement, and monitor school safety programs and practices; ability to present ideas and recommendations clearly and concisely both orally and in writing; ability to establish and maintain harmonious relations with department heads, school administrators, community partners and the public; possession of a valid driver's license by state of Virginia, completion of basic incident command system training to include ICS700 and ICS362.
