    The filling of this position is based upon continued funding in the Board of Education budget.

    Note: Teachers dually certified in TESOL, Bilingual Education or ESL, with experience in Sheltered Instruction or fluency in a language other than English, will be given preference for all Stamford Public School positions.

    General Statement:
    Under the direction of the Director of Special Education or designee, the Data Compliance Specialist - Special Education monitors applicable federal, state, and special projects for compliance with federal, state and local regulations in Special Education and Section 504; provides internal and external technical assistance and training for teachers, principals, and district staff; ensures equitable services are provided to all applicable schools, including Charter and Private/Parochial schools within the geographical boundaries of Stamford; creates and generates reports and provides feedback to internal and external stakeholders; assists in the implementation of action plans and programmatic activities that address compliance issues; works closely with the Research Department to align all required reporting responsibilities, which includes cross training on the Public School Information System (PSIS), Stamford's Student Information System (i.e., Power School), and the Individualized Education Program (IEP) and Section 504 management systems (i.e., Frontline).

    Major Responsibilities:
    • Monitor applicable federal programs and special projects for compliance with federal, state and local regulations, policies and procedures.
    • Support special education and research departments by collecting and providing information and data related to compliance.
    • Provide support for systems, procedures and policies as assigned for Special Education and 504.
    • Prepare compliance data by compiling and analyzing internal and external information.
    • Ensure that documents and procedures are in place for assigned programs and services.
    • Collaborate with district personnel for the purpose of implementing and maintaining assigned programs and services in accordance with district and/or regulatory requirements.
    • Collaborate with district's charter schools to compile and analyze data required for state reporting and compliance.
    • Monitor assigned programs and services for the purpose of ensuring stated outcomes are achieved, relevant policies and procedures are addressed, and services are efficiently provided within budgetary guidelines and federal/state regulatory guidelines.
    • Performs other related duties as required.

    Knowledge and Skills:
    • Knowledge of Federal, state, and local regulations and policies that govern the education of students with disabilities for IEP, Section 504 and local and Federal reporting.
    • Ability to implement programmatic activities designed to address compliance issues.
    • Ability to manage several complex projects simultaneously.
    • Ability to learn and implement Stamford's current IEP/504 system and student information system
    • Ability to meet multiple deadlines in a fast-paced and demanding work environment.
    • Ability to analyze and resolve complex problems.
    • Ability to interpret, apply, and explain policies, procedures, regulations and legislative mandates.
    • Ability to maintain necessary records and files, compile information and prepare reports.
    • Ability to communicate effectively, both orally and in writing.
    • Ability to establish and maintain effective working relationships.
    • Ability to monitor and support State reports including SEDAC and SEDAC-G
    • Ability to monitor and implement State developed IEP Data system and/or current IEP/504/RTI vendor being used for Stamford Public Schools
    • Ability to monitor and support Evaluation Timeline (EVT) and Early Childhood Collection (ECO) reports
    • Knowledge of and/or demonstrate the ability to learn and implement Operating Systems (i.e. Windows); Office suites (i.e. Microsoft Office, Google Docs); Presentation Software (i.e. PowerPoint, Keynote); Spreadsheets (i.e. Excel, Google Spreadsheets); Communication and Collaboration tools (i.e. Skype); Accounting Software (i.e. QuickBooks); Student Information Systems (i.e. Naviance, Power School); or any other technology deemed relevant for this position.

    Qualifications:
    • Bachelor's degree from an accredited college or university AND five (5) years of professional administrative experience that has involved working with state and federal policy, including experience in special education policies, procedures and issues; collecting and analyzing data and addressing compliance issues; OR
    • Associate's degree with ten years of professional administrative experience that involved working with state and federal policy, including experience in special education policies, procedures and issues; collecting and analyzing data and addressing compliance issues.
    • Master's degree preferred.
    • Experience in public education preferred.
