The Program Administrator for Race to the Top develops, monitors and coordinates all aspects of the Race to the Top scope of work for Atlanta Public Schools inclusive of ensuring that an effective teacher is in every classroom and an effective principal leads every school; establishing and supporting a high-quality learning environment in every classroom in the district; using data to make sound instructional decisions, and; creating and promoting a culture of collaboration and support. The RT3 Program Administrator will work with Coordinators, Directors and Assistant Superintendents within Curriculum and in order to fulfill the scope of work and, ultimately, to improve student achievement. This position is funded with RT3 funds and may be time limited. This position reports to the Assistant Superintendent for School Improvement and Leadership Development.

 

Performance Responsibilities:

 

Administration and Organization:

  • Possess knowledge and understanding of standards-based curricula and research-based instructional strategies
  • Possess experience in modeling effective teacher and leader behavior to adult learners in a variety of settings
  • Possess knowledge of adult learning theory, change processes, best practices in the field of teaching and educational leadership
  • Serves on district, consortium and statewide committees related to Race to the Top, as necessary
  • Possesses knowledge of grant funding and work-flow management related to executing and implementing a large-scale educational grant
  • Serves as the GADOE contact for Race to the Top and communicates all necessary information to the appropriate APS staff members
  • Keeps abreast of laws, regulations, statutes, and policies related to Race to the Top
  • Assists with Quality Assurance Reviews at the RT3 Lowest Performing Schools
  • Assists with state and federal compliance matters related to RT3
  • Assists with budget management of RT3 funds
  • Assists school and district staff in understanding the key issues related to Race to the Top implementation
  • Works well under pressure and effectively manages and completes multiple tasks with competing deadlines and priorities
  • Uses various electronic tools to support learning and to make work more efficient
  • Conducts other duties and responsibilities as assigned

Organizational Improvement:

  • Supports and promotes the vision and mission of the district
  • Assists in the implementation of the district's strategic goals
  • Develops and implements long and short-term strategic plans consistent with the district's vision and mission
  • Works in coordination with other Curriculum and Instruction senior leadership team members to develop and implement a comprehensive Division communication plan
  • Participates as a member of the Curriculum and Instruction senior leadership team in the development and implementation of a long-term strategic plan and standard operating procedures across departments and schools

Personnel Management:

  • Supervises assigned personnel, provide assistance, conduct performance appraisals, and make recommendations for appropriate employment actions
  • Coordinates, plans, implements and evaluates the professional development of assigned personnel
  • Models and requires the use of management practices that promote high-performance, ethical behavior, collegiality, teamwork, and fairness
  • Fiscal Management:
  • Provides leadership for the development of the department's budget, ensuring that budget decisions provide optimal support for school-based needs
  • Assists with the development and review of proposals for outside funding for special projects
  • Reviews and assess the feasibility of pursuing outside funding for special projects

Culture and Climate:

  • Creates and sustains a positive and collaborative environment for central and school-based staff
  • Models and requires the use of management practices that promote high-performance, ethical behavior, collegiality, teamwork, and fairness
  • Models standards for positive and supportive relationships necessary in a high-performance organization
  • Ensure that direct report personnel establish and nurture positive and supportive relationships necessary in a high-performance organization

School/Community Relations:

  • Maintains working relationships with administrative management and school site staff to support the integration of educational program management
  • Responds to inquiries or complaints from stakeholders in a timely manner
  • Represents the district in a positive and professional manner
  • Involves stakeholders in the strategic planning process
  • Consistently solicit stakeholder input and feedback during when appropriate

Professional Growth and Development:

  • Keeps abreast of current research, theory, and trends in the area of district and school administrative services and provide leadership in these areas as appropriate to the district's needs
  • Demonstrates skills in written and oral communication, planning, and organization

 


Qualifications

 
Work Experience:

  • Educational leadership experience at the school or district level preferred
  • Three years of experience as a classroom teacher preferred
  • Experience at the district level preferred
  • Experience managing grant funding required
  • Knowledge of and experience in the K-12 educational environment required

Education:

A minimum of a Master's Degree required

 

Certifications/Licenses:


Certification in Educational Leadership at the L-5 level or higher required
