Chicago Public Schools (CPS) has established ambitious goals to ensure that every child in every school and every neighborhood has access to a world-class learning experience, resulting in graduation from high school college- and career-ready. CPS is the third largest school district in the United States with a budget of more than $5.5 billion, serving nearly 400,000 students at 650 schools across the City of Chicago.

 

The Office of Management and Budget plays an important role in achieving this vision by ensuring that:

 

  • The budget development process includes a robust opportunity to define and debate priorities;
  • As a result of the budget development process, resources are allocated most effectively and used appropriately to achieve programmatic goals and support the 5 Core Principles of the Three Year Action Plan (available at http://cps.edu/Pages/aboutCPS.aspx);
  • Department managers/principals and decision-makers receive timely information to help them best manage their budgets and the district’s budget overall;
  • Revenue estimates are rigorous and responsible;
  • The Board and other decision-makers have excellent information with which to make resource decisions and to monitor, maintain and improve the district’s financial position;
  • Focus is placed on long-term financial planning for the financial stability of the district;
  • A robust capital planning and monitoring process exists such that capital expenditures reinforce broader programmatic goals and that the impact of operating budget and capital budget decisions is reflected in each budget;
  • Treasury and debt management functions receive timely information and support;
  • Grants are effectively and appropriately designed, implemented, and reported;
  • The Budget Director is a senior leadership position under the Chief Financial Officer who is charged with achieving these goals.

 

Duties and Responsibilities:

 

  • Provides strategic leadership in shaping the District’s annual budget and multi-year financial plans in conjunction with the Chief Financial Officer.
  • Oversees the preparation of the annual CPS budget and the five year capital plan. This includes budgets for over 600 district-run schools, charter schools, and various departments, as well as revenue projections for all funds, grants, and resources, to achieve an annual balanced budget.
  • Represents administration on budgetary matters in a variety of venues, such as public hearings or response to media inquiries.
  • Oversees the preparation and presentation of monthly budget reporting and annual projections for all aspects of the CPS budget.
  • Develops and implements goals for the Office of Budget Management, in consultation with the Chief Financial Officer, and consistent with the District’s overall strategic plan and goals.
  • Oversees the day-to-day operations of the Office, including plans, schedules and assigns work to staff to coordinate overall activities of the Office, including budget development and monitoring, fiscal analysis and expenditure control.

 

Minimum Qualifications:

 

  • At least ten years of progressive, full-time, professional experience in public policy, public administration, or business management. 
  • Must have direct experience budgeting, budget preparation, financial monitoring, and financial analysis. Public sector work experience strongly preferred. At least 2 years of senior supervisory experience required.
  • Thorough knowledge of various types of public budgeting practices, policies, procedures, and challenges.
  • Must be able to work successfully in complex, large organization, with multiple constituencies.
  • Consistently looks for opportunities to streamline, improve, and update services and operations.
  • Be a problem solver, willing to identify and work with teams toward successful resolution of problems, barriers, or inefficiencies.
  • Commitment to public policy, urban public education, and public sector work.
  • Ability to establish and maintain strong working relationships with department heads, school principals, external constituencies, and others in a context of multiple goals and perspectives.
  • Excellent personnel management skills, including building and strengthening the budget team, ability to manage timelines/schedules to produce budget materials on time.
  • Excellent written and oral communications skills.
  • Demonstrated leadership ability; exercises good judgment, and focus on detail as required by the job.
  • Proven track record of working in a large complex organization.

 

Residency Requirement:

 

As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date.
