Directs the activities and services for assessing the effectiveness of the Division's programs and initiatives designed to improve student learning and ensures alignment with the objectives and goals of the organization's Strategic Plan. Provides consultation and analysis to leadership and collaborates with outside higher education institutions in the research and evaluation of selected funded programs. Designs and conducts evaluation plans for the division's educational initiatives and programs to include grant funded curriculum. Provides formative or summative information on programs through the use of applied research as well as scientific tools and techniques.

Qualifications
Seven years of direct relevant and progressively more responsible experience in the field of statistics, educational research and data analysis or program evaluation within a K-12 setting, two years of which shall include a leadership role with supervisory/management experience. Ten years of leadership experience in the design and implementation of applied research methodologies and program evaluation protocols within a K-12 setting is preferred. A master's degree in education, statistics, research analysis or related field. A doctorate degree in education or related field is preferred. Expert knowledge of qualitative and quantitative research to include statistical principals, practices, methods and software. Expert knowledge of research tools and techniques. Demonstrated experience and skill in the planning, development, design and implementation of activities that support educational research and strategic organizational improvement. Ability to manage fiscal, physical, capital and human resources. Proven leadership skills and abilities to include directing, motivating, inspiring and mentoring others. Ability to plan, organize, administer and supervise operational activities and to evaluate procedures, policies, and internal controls in order to maximize efficiency and effectiveness. Skilled in strategic planning and goal setting. Ability to apply creative solutions to complex problems and develop new ideas and concepts. Excellent written and verbal communication skills to include presentation skills. Ability to contribute to a client driven organization by establishing and maintaining collaborative, positive working relationships with all levels of employees in addition to the School Board and the community as a whole. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. This job requires regular standing, sitting, walking, keyboarding, talking, hearing, and lifting up to 10 pounds.
