Job Summary
The Senior Director of the Office of Equity and Compliance works with all Anchorage School District departments, schools, and work units to promote equity in education programs and employment practices and compliance with all applicable civil rights laws and policies. The senior director coordinates the office's equity and compliance efforts. Duties include, but are not limited to, problem-solving, consultation, investigation of complaints of protected-class discrimination or harassment or retaliation, as well as research and assistance related to ASD's diversity recruitment and retention goals. The senior director reports to the Superintendent. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:
  1. A bachelor's degree in one of the major social science fields with significant coursework in education. Equivalent experience, education, and training may be considered in lieu of the degree requirement.Five to seven years of experience required in one or more of the following: compliance, human resources, management, public administration, educational leadership, or a related field.Familiarity with all federal and state nondiscrimination laws and local nondiscrimination ordinances.Prior experience working in an advisory or investigative role with Americans with Disabilities Act (ADA) and/or Equal Employment Opportunity issues. Equivalent experience in a related role may be considered.Knowledge of the basic principles of employment laws.Knowledge of principles, practices, and trends in public administration, organization, and management.

The following are preferred:
  1. A master's degree, law degree, or other graduate degree in one of the major social science fields, with significant coursework in education.Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification, or SHRM-CP or SHRM-SCP certification.Working knowledge of the Americans with Disabilities Act (ADA), Titles VI and VII of the Civil Rights Act of 1964, and Title IX of the Education Amendments of 1972.Knowledge of educational institutions.Experience conducting investigations related to discrimination or compliance.Experience with facilitating the ADA interactive and reasonable accommodation processes including experience working with individuals with a broad range of disabilities.Knowledge of various alternative formats and alternative technologies that enable individuals with disabilities to communicate, participate, and perform tasks.Familiarity with disability advocacy groups or other human rights groups.Skills and training in mediation and conflict resolution.Ability to make presentations and speak before groups in a training environment.Ability to organize, analyze, evaluate, and report EEO-related data.Ability to originate clear and concise reports and work independently.Ability to deal and communicate effectively with staff and outside agencies as well as persons of various ethnic, social, and economic groups.Ability to establish and maintain productive working relationships with others.

Essential Job Functions
  1. Consults with school and department leaders and staff regarding all Equity/Compliance and other employment-related issues.Serves as a resource for principals, managers, and supervisors on all matters involving compliance and employment discrimination, including but not limited to Title VI, Title VII, Title IX, and ADA.Consults with employees seeking advice on potential workplace discrimination or harassment.Investigates internal and external discrimination complaints including sexual harassment, failure to accommodate, failure to hire, unfair selection procedures, etc.Researches, identifies, and analyzes the Anchorage School District's workforce demographics and makes recommendations to the Superintendent in order to maintain compliance with ASD policies and with applicable employment and civil rights laws.Coordinates ASD's sign language interpreter services for employees, applicants, parents, and community members.Works with Academic Services and the Academic English Learners Department to ensure that a comprehensive language access plan is in place for students, parents, and community members.Collaborates with the Human Resources Division and other management to identify and implement ASD's diversity recruitment and retention goals.Works with the Human Resources Division to continuously review, monitor, and advise on all district hiring procedures, policies, and practices.Supports ASD's efforts around promoting inclusion, equity, and diversity.Works with the Superintendent's office to assist in coordination of the Multicultural Education Concerns Advisory Committee (MECAC).Organizes and conducts ASD trainings, workshops, and seminars in compliance, nondiscrimination, and anti-harassment, and related topics.Represents ASD at community diversity events programs and functions including speaking at engagements related to these topics.Serves as ASD's coordinator for Title IX and ADA.Serves as the coordinator of ASD's ADA committee to address districtwide ADA access and compliance issues.Coordinates efforts to fill special requests for EEO-related reports and information regarding related topics.Maintains employment records relative to investigations, accommodations, and other related activities.

Physical/Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking, and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to communicate by oral and written means in an appropriate business manner and have cognitive skills to understand instructions, readily recall facts and details, handle conflict, and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Work is performed in a professional environment with a wide variety of individuals having differing functions, personalities and abilities, including working with diverse groups of people in a variety of different settings.
