ABOUT THE SCHOOL/DEPARTMENT

The Jeffco Public Schools Payroll Department is responsible for processing pay adjustments, leaves, terminations, garnishments, and other employee actions affecting pay. Other responsibilities of the team include generating year-end tax forms, reconciling withholding accounts, establishing payroll policies and procedures, and maintaining employee payroll records and reports required by the Jefferson County School District, State and Federal governmental agencies. In addition, the department provides one-on-one assistance to employees regarding payroll issues and questions.
Our mission is accurate and timely processing of monthly payroll for over 14,000 employees.

RESPONSIBILITIES

SUMMARY: Initiate accurate processing of complex payroll data and related documents for Payroll, while complying with Federal and State laws, Negotiated Agreements, and District Policy. Maintain critical payroll data for tax accountability and reporting. Assist in maintaining payroll and time & labor data with the collaboration of the appropriate schools/departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

Independent initiation and execution of payroll and time & labor processes to produce pay for District employees each month. Trouble-shooting and solving issues that arise during processing.

Provide training and act as a resource to payroll team and other District staff members. Analyze and research, resolve and respond to issues; or escalate for assistance. Assist in testing upgrades & implementing models into the system, as requested.

Proficiently manage and carry out duties and responsibilities; independently manage area of responsibility unique to sites supported; and effectively cross train with other Payroll Team members for a working understanding of at least two specialty areas (i.e., garnishments, PERA, retirement savings, etc.). Fill in for Payroll Team members during absences and value and maintain relationships in all areas of work.

Provide accurate processing of complex payroll data to assure precise and timely compensation of District employees while complying with Federal and State laws, Negotiated Agreements, and District policy. Verify accurate payments for new hires, terminations, transfers, leaves of absence, and retroactive pay. Exercise discretion and maintain confidentiality of sensitive data. Organize and prioritize a wide range of tasks with multiple priorities.

Excellent customer service skills and effective verbal and written communications responding to pay related inquiries of more than 12,000 employees and with outside agencies.

Collaborate with Risk Management to ensure accurate workers compensation payments.

Manage the District's Voluntary Retirement Savings benefit programs 403(b), 457, 401(k). Analyze and audit, balance and monitor year-to-date payroll deductions and year-to-date limitations.

Coordinate, calculate and manage payments for child support, garnishment, bankruptcies, and federal and state liens with IRS, Colo. Dept. of Revenue, Social Services, Family Support Registry and Courts.

Enter, upload, manage employee payroll deductions/withholdings including, but not limited to dues, charitable giving, and taxes.

Communicate with Public Employees Retirement Association (PERA) on earning reporting and purchase of service salary explanations.

Create and maintain process documentation for your areas of responsibility.

Work with Accounting Department to research, notify, maintain, correct, and resolve stale-dated paychecks on the District's bank statements.

Monitor Time & Labor system and analyze research and solve issues.

Perform other duties as assigned.

EXPERIENCE: Requires 3-5 years of payroll experience. PeopleSoft experience preferred.

EDUCATION AND TRAINING: High school diploma/GED required, and specialized advanced courses in business, technical, or vocational school of up to one year of college in accounting or business courses.

CERTIFICATES, LICENSES, & REGISTRATIONS: FPC or CPP preferred.

SKILLS, KNOWLEDGE, & EQUIPMENT: Experience with large, complex computerized/integrated payroll and human resources systems, as well as Microsoft Word and Excel, etc.

SUPERVISION: This job has no supervisory responsibilities.

COMMUNITY RELATIONS: Daily contact with persons in the same work unit or building, persons in other departments/buildings. Contact with classified, licensed and administrative staff outside the department, with advisory committees, vendors/contractors, public agencies, general public, and local government to maintain relationships.

DECISION MAKING: Requires analysis and application of payroll processes, systems, District policies/rules/regulations, benefit programs/deductions, and federal/state laws to monitor and make decisions regarding the processing of the District's payroll.

COMPLEXITY OF WORK: Requires independent judgment to determine the best use of methods and resources to accomplish objectives for the Department/District and to interpret District policy and federal/state laws.

EDUCATIONAL DELIVERY: Support the District by providing accurate and timely salary payments for all District employees and record keeping. Provide direct services for Financial Services and Human Resources. The majority of time is not spent at the school site.
