Summary: The Community Superintendent provides broad administrative leadership and supervision of principals' day-to-day activities. On an ongoing basis, the Community Superintendent monitors all efforts closely to ensure improved student achievement in their assigned Community, monitors the implementation of safe school programs in the assigned Community, resolves situations between schools and parents that are not resolved at the building level, collaborates with members of executive staff concerning curriculum, program implementation, and policies/regulations, interacts with the community on issues impacting their assigned Community, collaborates with members of executive staff concerning student achievement and school performance, and initiates appropriate actions to meet the district Strategic Plan goals.

Essential Duties: (These duties represent a sample and may vary by position.)
  • Directs and is committed to decentralized decision-making and accountability for results that facilitate creative processes toward achievement of CMS's Theory of Action and Mission, Vision, and Core Beliefs.
  • Collaborates with principals to improve student achievement in the assigned community in order to provide CMS students with every advantage to be college and career ready.
  • Maintains an aligned PreK-12 instructional focus in keeping with system objectives of high academic achievement for every student.
  • Ensures the alignment of all instructional resources with the system's established goals, objectives and standards.
  • Assesses the effectiveness of schools and makes appropriate recommendations for continued improvement to building principals and the CAO.
  • Works closely with the CAO to provide formative and summative feedback to principals concerning their job performance.
  • Works collaboratively with principals, both individually and collectively, to develop and implement effective, appropriate professional development programs.
  • Serves as a guide for assigned schools in strategic data monitoring and developing school improvement plans.
  • Provides collegial leadership to assigned schools to provide positive working conditions, to ensure the equitable distribution of system resources, and to attain system objectives.
  • Assists principals in the development or implementation of site-based safe school programs.
  • Directs and monitors appropriate evaluation procedures in assigned schools with regard to school-based personnel.
  • Provides assistance and support to building principals in working with deficient or marginal staff members.
  • Coordinates, in consultation with Human Resources and the principals, the staffing of all positions for assigned schools, especially in the recruiting and retaining of effective personnel.
  • Assists principals in the development of world class customer service to the school-home-community relationships for students, staff and parents.
  • Resolves difficult situations quickly and effectively between schools and parents that are not resolved at the building level.
  • Serves as the first point of contact for all matters relating to the day-to-day operation of the assigned Community.
  • Performs cooperatively and collaboratively with all members of Executive Staff to ensure effectiveness of assigned schools.
  • Serves as a consultant to principals and school teams to facilitate collaboration and consensus building to solve common challenges.
  • Represents the CAO at school and community events and serves as a liaison with designated key groups.
  • Serves as a conduit and facilitates day-to day operation of schools by working collaboratively with central office departments.
  • Works cooperatively with central office and school-based administrators in the full implementation of Alternative Education programs.
  • Represents the CAO on various committees concerning curriculum revisions, new program implementation and policy and regulation changes.
  • Reviews special requests from assigned schools and makes recommendations to the CAO.
  • Administers the budget for the assigned Community and monitors the budgets of assigned schools for compliance with CMS and NCDPI Accounting principles.
  • Prepares documents and reports for the Board of Education and Superintendent.

Performs all other assigned duties as determined by the CAO.

Education and Experience:

Minimum

-Master?s Degree in School Administration

-Five years of teaching experience, five years of school-based/district administrative experience

Desirable

-Ph.D. or Ed.D. in School Administration

-Over five years of teaching experience, over five years of school-based/district administrative experience

Licensing / Certification Requirements:

Superintendent?s License or Principal?s License or Curriculum Instructional Specialist (supervisor) license required.

Knowledge / Skills / Abilities:

-Expert knowledge of the administration of a school district.

-Knowledge of the philosophies, principles, practices and procedures of public school administration.

-Knowledge of educational theories, research, trends, developments and techniques that relate to the assigned function areas to develop and improve programs and practices.

-Knowledge of district organization, operations, policies and objectives.

-Possesses knowledge of and demonstrates respect for all students, teachers, administrators, parents, and community leaders using tact, patience and courtesy.

-Knowledge of and successful experience in principles and practices of administration, supervision, leadership, and training.

-Knowledge of and successful experience in sound fiscal practices, including budget preparation and control and management of district resources.

-Knowledge of public speaking techniques.

Physical Requirements:

The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work at times requires extensive walking, bending, squatting, reaching, with the ability to lift, carry, push or pull light weights. The work frequently requires activities involving driving automotive equipment.
