Department Description:

The Budget Analyst I participates in the planning and preparation of the annual budget and in the analysis and control of the expenditure budget. An employee in this class performs administrative staff work in the collection, tabulation, summary, and analysis of preliminary budgetary statistical, accounting and divisional program data together with management studies with respect to divisional requests regarding program expansion, reduction, deletion, or other modifications. Work is performed under the direction of the Supervising Budget Analyst/Supervisor, although day-to-day tasks may be performed in collaboration with senior budget analyst acting as project leader. Work is reviewed for its contribution to successful accomplishment of the school system's budgetary functions.

This is an ASASP Unit III position, 12 months - Pay Table 900 - Grade 25

Salary Range: $55,206 - $99,492

Detailed Description:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Participates in contacting divisions, gathering data, tabulating information, and providing related services directed toward the compilation and evaluation of division budgetary requests;
  • Writing and/or editing narrative reports describing divisional program expansion, reduction, deletion, or other program modifications including unit operating costs and anticipated total future operational costs based upon suggested program modifications;
  • Participates individually in less complex assignments and as a team member in more complex procedural and administrative analysis projects, including organization studies and program unit costing systems evaluations;
  • Writes draft copy of narrative reports describing division requests and setting forth the budgetary team's recommendations with respect thereto;
  • Participates individually in less complex projects and as a team member in more complex procedural and administrative analysis projects, including organization studies, program unit costing systems evaluations, and program budgeting system development and installation;
  • Aids division administrative personnel in evaluating a variety of clerical, accounting, and administrative procedures;
  • Acts as liaison with divisional budgetary and accounting representatives clarifying for them budget procedures and related accounting and purchasing methods and procedures;
  • Assists in the collection and evaluation of estimated income and revenues;
  • Participates in production of charts, graphs and related exhibits for budget hearings;
  • Performs related work as assigned.


  • Job Requirements:

    QUALIFICATIONS:

    The requirements listed below are representative of the knowledge, skill, and/or ability required.
  • Prior work experience in planning, analyzing, monitoring, and executing an annual budget plan and related data;
  • Working knowledge of office procedures, practices and equipment;
  • Working knowledge of the principles and practices of public and/or business administration;
  • Working knowledge of the research and statistical principles, methods, and procedures applicable to governmental budgeting and accounting;
  • Working knowledge of the public budgeting process and requirements;
  • Proficiency in Microsoft Excel;
  • Ability to analyze, interpret and report research findings, and recommendations, both oral and written;
  • Ability to exercise judgment and discretion in applying and interpreting policies and procedures;
  • Ability to establish and maintain effective working relationships with school officials, employees and the general public.

  • EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

    Bachelor's Degree from an accredited educational institution with major coursework in accounting, public administration, business administration, or a related field required; and two years of experience in the field of budgeting which provides the required knowledge, skills, and abilities necessary to perform effectively in this position.

    No direct supervisory responsibilities.
