  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUTIONAL ANALYST II
    Training: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
    Desirable Education: Bachelor's degree in education.
    Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency, or system.
    Desirable Experience: Responsible professional experience in education or in education analysis, planning, or evaluation.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
    Desirable Skills/Abilities: Provide leadership, planning, and coordination in the areas of responsibility; develop, analyze, and evaluate plans, programs, and procedures; work with and make presentations to individuals and groups; prepare, review, and edit various documents.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Institutional Analyst III of the Policy, Innovation, Planning and Evaluation Branch, the Institutional Analyst II:
    1. Stays abreast of policy research and trends to inform strategic reform efforts and develop innovative solutions to questions and issues that may arise. Provides policy research and analysis to support reform efforts and address requests from Department staff, the Board of Education, the Legislature, and other external stakeholders, as appropriate. Leads and facilitates policy stakeholder groups that are responsible for informing policy and program change.
    2. Supports cross-office projects, cultivating partnerships with external stakeholders and organizations, and facilitating planning meetings. Supports the development, reporting, and monitoring of Strategic Plan goals and system improvements. Supports the DOE's internal performance management system for academic and operational priorities. Develops creative solutions to program implementation challenges. Provides project or program management, as required.
    3. Liaises with other DOE offices and the Charter School Commission. Cultivates, secures, and maintains partnerships with community stakeholders and organizations. Develops and supports processes and plans for identifying, documenting, and communicating outcomes. Facilitates planning meetings. Collaborates to develop creative solutions to program implementation challenges. Drafts memos, presentations, briefing materials, and reports.
    4. Stays abreast of cutting edge innovations occurring organically in schools, complex areas, and in other states and districts. Develops recommendations for strategic projects to pilot and incubate before developing recommendations to scale. Provides leadership that supports direction setting and strategic project incubation. This may include coaching and working with staff to facilitate implementation of projects on-time, on-budget, with outcome data.
    5. Performs other related duties as required or assigned.

  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
