BASIC QUALIFICATIONS:

The ESOL Program Specialist must possess leadership qualities, presentation, facilitation, organizational skills, and personal characteristics to work effectively with teachers, administrators, parents, students, and the community. Additionally, the ESOL Program Specialist must have a minimum of five years successful teaching in an ESOL formal program to include three years in Prince William County Public Schools, be very knowledgeable of the most current second language research, best practices, and laws, and have recent experience in training and professional development of ESOL and general education staff. The ESOL Program Specialist must be technologically skilled to create documents with Excel, PowerPoint, tables, graphs, online training, email, and other advanced Word operations. The ESOL Program Specialist must hold or be eligible for a Postgraduate Professional Certificate with an endorsement in ESOL and be recommended by his/her current principal.

BASIC FUNCTION/NATURE OF WORK:

The ESOL Program Specialist, under the supervision and direction of the ESOL Administrative Coordinator and ESOL Supervisor, will provide professional development, training, and support to ESOL teachers and assistants in implementing the program procedures, curriculum, and assessments in order to be in compliance with the No Child Left Behind (NCLB) and all other laws pertaining to limited English proficient (LEP) or English language learners (ELLs). In addition, the ESOL Program Specialist will provide professional development and support to regular grade level teachers and administrators in assisting them to increase their knowledge, instructional methodologies, and cross-cultural communication skills with second language learners and parents. He/she will provide assistance in incorporating the Division, school and teacher goals as they apply to ensure that all English language learners and their families experience success in Prince William County Public Schools.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:

• Work cooperatively with all stakeholders in providing a World-Class Education.
• Serve as a liaison between the Department of Student Learning and Professional Development, other central office departments, assigned schools, and the community.
• Serve as a liaison with all school administrators and the ESOL Office in a
supportive and consultative role.
• Coordinate, monitor, and assist in the implementation of the NCLB requirements, the assurances, and other ESOL Program legal requirements such as all ESOL Program procedures, the File 6, ESOL student folders, program and standardized assessment procedures, and parental involvement and communication.
• Provide on-going professional development opportunities, training and assistance to ESOL teachers and assistants as needed and requested to include: SIOP, NCLB, PEP, any other ESOL program components, and the best instructional and assessment practices of ELL.
• Co-plan and co-conduct regular on-going ESOL lead and department chair meetings that
include current research-based practices, program changes, clarifications, trainings, and resources.
• Participate in all Division level trainings of focus areas in order to stay current with PWCS initiatives and plan support presentations for ESOL staff that integrate the best second language learnings with the new focus areas.
• Plan and offer special on-going support trainings and sessions for all new ESOL staff during the entire school year.
• Maintain on-going and regular personal contact with designated ESOL schools through regular school visits, observations, walk throughs, compliance monitoring, model lessons, coaching, meetings with ESOL and general education staff and administration in order to support implementation of the best practices for ELLs.
• Plan and offer on-going presentations in a collaborative model with all central offices such as all Student Learning and Professional Development Office areas, Special Education, and others in order to share the best practices for ELLs.
• Assist in coordinating and providing professional development and support to all ESOL summer school classes/courses in the designated schools/levels assigned by the supervisor, especially to the NCLB grant-supported programs, to include training of ESOL summer school staff, support in selecting materials and pre-post assessments of students.
• Maintain frequent contact and provide support to general education teachers and administrators of ELLs to include: trainings, presentations, workshops, consultation, modeling lessons, working with LEP test data, and identifying key resources of the second language acquisition field.
• Assist in analyzing and monitoring data on LEP assessments, standardized and program, in assigned schools and in consultation with the supervisor, in order to provide strategies, resources, and support for the improvement of LEP achievement in core areas as required by NCLB.
• Monitor, edit, and create program manuals, forms, and documents that are in compliance with all laws and that reflect the highest degree of content knowledge and technological presentation that meets PWCS standards for communication pieces.
• Plan and provide on-going presentations that use the latest technological options, that are consistent with all program communication pieces, and reflect the latest research and best resources in the field.
• Assist in any program expansion such as setting up new ESOL centers, Intake/Central Registration centers, or other program projects.
• Maintain knowledge of the most current laws, scientifically based research and best practices in the second language and general education fields.
• Participate in external trainings at the state or national level as necessary in order to stay current with state and federal requirements and best research-based practices for ELLs and their parents.
