QUALIFICATIONS:

An Associate's degree in criminal justice, public safety management, emergency planning and response, or related field, Bachelor's degree preferred.

Eight years of experience in a law enforcement leadership position or in a military/security/public safety position of similar responsibilities.

Advanced Industry certifications may be substituted on a case-by- case scenario.

Proficiency in data entry, Word and Excel.

Ability to communicate effectively with staff and community.

Ability to assimilate and evaluate data and prepare sound recommendations based upon information.

Other qualifications that the Board may find acceptable and appropriate.

REPORTS TO: Chief of Finance & Operations

SUPERVISES: No direct reports

JOB GOAL: To provide leadership so that effective and proven systems are developed, implemented, maintained and evaluated to ensure the safety and security of students, staff and community members, while moving the District toward a community policing model

ESSENTIAL FUNCTIONS:

Chairperson of the District Security Team to guide the security efforts of the District.

Chairperson of the District Safety Committee to reduce Workers Compensation claims.

Coordinates activities and locations of Crossing Guards with appropriate municipalities.

Oversees all aspects of Emergency Response including plan development and maintenance as well as drill implementation and evaluation.

Oversees compliance and implements professional development in accordance with Pennsylvania Act 44 and Safe2Say including changes and additions of State and Federal mandates.

Manages all aspects of the card access and security camera systems including monitoring, updates, protocols and surveys and provides recommendations and support for installation and new system considerations.

Develops documented procedures and coordinate training to ensure safety and security initiatives are consistently followed.

Budget preparation and management for safety and security activities.

Provides community leadership in the areas of safety and security and community policing.

Meets with community groups to update them on school security and the community policing initiative.

Provides regular updates to community partners regarding community policing and security.

Works closely with the Office of Communications regarding press releases and information as pertaining to safety and security, community policing, and public relations.

Stays informed of best practices for safety and security and implements as warranted.

Coordinates safety and security initiatives with external organizations including conducting table top exercises and various drills.

Develops and maintains a strong working relationship with the appropriate municipal Police Department(s).

Serves as a liaison between the District and Police Department (s) regarding School Resource Officers.

Performs analysis, projections, and make recommendations regarding the success of the District's safety and security programs.

Interprets and implements rules, State and Federal regulations, and School Board policies, as they relate to assigned areas of responsibility.

Performs other related duties as assigned

MARGINAL FUNCTIONS:

Conducts and /or manages vehicle and pedestrian surveys and analysis as needed to assure safe and proper flow of traffic.

Maintains and submits as required by law; all crime statistics.

Develops and implements grant requests for additional funding of District crime prevention initiatives, personnel, and related programs.

TERMS OF EMPLOYMENT: Full year. Salary to be established by the Board.

EVALUATION: Performance is evaluated in accordance with the Compensation and Performance Evaluation Plan for School and District Leaders.
