The Chicago Public Schools (CPS) has set ambitious goals to ensure that every childin every school and every neighborhoodhas access to a world-class learning experience from birth, resulting in graduation from high school college- and career-ready. In support of CPS' focus on ensuring effective teachers and leaders are in every school, the HR Specialist is responsible for processing all staffing related transactions for a portfolio of 125 CPS Schools.

A successful HR Specialist is expected to exercise independent judgment in the processing of all transactions related to staffing, including but not limited to new hire and rehire staffing, administrative and intra-unit transfers, retirements and resignations, layoffs and displacements. They will also evaluate applications from employees to determine eligibility is in line with established laws, policies and procedures.

The HR Specialist will be held accountable for the following responsibilities:

  • Responsible for activities related to employee staffing transactions, including onboarding and staffing for new hires and rehires, transfers, promotions, demotions, retirements and resignations, layoffs and displacements for assigned networks.
  • Responsible for customer support for candidates in the hiring queue and current employees with HR related questions for assigned networks. The HR Specialist will be the primary point of contact for new CPS employees to ensure a smooth hiring process.
  • Activities include database management, and entering transactions into Peoplesoft, Taleo, the DS2 System as well as Staffing Services databases. The HR Business Services Specialist will support customers in using the technology, which may include answering customer questions and participating in customer training.
  • Manages incoming forms, faxes and other documents from CPS employees for assigned networks.
  • Responds to routine queries related to policies and procedures, staffing transactions, and new hire onboarding for assigned networks.
  • Responsible for the quality and accuracy of assigned transactions and makes suggestions for process improvement to the Staffing Manager.
  • Collaborates with the Staffing Manager on updating the HR Procedures Manual for new policies, practices, CBAs, etc.
  • Periodically meets with the Sr. HR Business Partner and HR Business Partner to establish plans of action for assigned networks.
  • Periodically meets with other Specialists to ensure consistency of HR methodologies across the district.


  • Will be required to maintain a broad range of responsibilities, adjusting work responsibilities as necessary to ensure the efficient completion of all incoming transactions and customer requests.
  • May be required to perform any additional responsibilities as may be required towards the achievement of department or CPS objectives.


In order to be successful and achieve the above responsibilities, the HR Specialist must possess the following qualifications:

Type of Education Required: High School Diploma or G.E.D. Equivalent

Type of Experience and Number of Years: Human Resources general administrative experience preferred.

Knowledge, Skills, and Abilities:

  • Ability to manage and prioritize a variety of tasks/responsibilities in a timely and efficient manner.
  • Willingness to work collaboratively with others to achieve district and/or department goals and objectives.
  • Proven track record of thoroughness and accuracy when completing daily tasks and projects.
  • Excellent customer service skills with an ability to empathize and be attentive to customers' needs and concerns.
  • Communicates effectively through various mediums and articulates industry terminology in a manner that is easily understood.
  • Builds trusting relationships and functions effectively with all levels of an organization.
  • Strong technology skills in Peoplesoft, Microsoft Office Suites, Google and application tracking systems as well as the ability to quickly learn other CPS software systems (DS2 and Oracle).
  • Readiness to work extended hours when necessary along with flexibility to adapt to changing timelines.


Terms of Employment:

  • CPS employees are required to be actual residence of the City of Chicago within six months of beginning employment, and are required to maintain Chicago residency throughout employment.
