  • TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
  • MINIMUM QUALIFICATION REQUIREMENTS: INSTITUTIONAL ANALYST II
    Training: Graduation from an accredited college or university with a bachelor's degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
    Desired Education: Advanced degree in education, master's degree in educational administration or related field.
    Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in and education program, agency or system.
    Desired Experience: Teaching, conducting research, or program evaluation.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Desired Knowledge: Process analysis and planning design; organizational systems change, educational reform strategies, organizational development and improvement; school design/redesign; best practices in professional development or training, including knowledge of adult learning theory; understanding of Hawaii Department of Education organization and initiatives.
    Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
    Desired Skills/Abilities: Provide leadership, planning, and coordination in the areas of responsibility; develop, analyze, and evaluate plans, programs, and procedures; work with and make presentations to individuals and groups; prepare, review, and edit various documents; create charts, graphs, spreadsheets, and databases, and conduct statistical analyses; develop specifications for program and project plans, contracts, staffing, and other resources.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Assistant Superintendent of the Office of Strategy, Innovation and Performance, the Institutional Analyst II:
    1. Provides leadership and project management that support direction setting and strategic planning within school design. This may include project plan reporting, clarifying and defining objectives, and/or compiling, analyzing, interpreting, and presenting data outcomes during the evaluation process.
    2. Develops creative solutions to school design implementation challenges; prepares memos, presentations, briefing materials, and reports to communicate and summarize progress, recommendations, and/or findings to appropriate audiences.
    3. Works collaboratively and facilitates cross-office discussions with OSIP branches and state offices to identify and prepare required supports and information in order to improve system performance and impact.
    4. Stays abreast of cutting edge innovations occurring in other states, districts, or schools. Develops recommendations for strategic projects to pilot and incubate before full-scale implementation.
    5. Plans and develops training sessions, resources, and materials for state offices, complex area teams, and schools to support the school design initiative. Ensures delivery of necessary resources to implement school design efforts.
    6. Supports the OSIP mission by supporting cross-office projects, cultivating partnerships with external stakeholders and organizations, and facilitating planning meetings.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • NOTE: Hiring rates will be based on availability of funds, the applicant's qualifications, other relevant factors, and Department regulations.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
