Chicago Public Schools (CPS) is the third largest school district in the United States, serving over 360,000 students in 600+ schools and employing nearly 36,000 people, most of them teachers. The Treasury Analyst position will help to administer various financial related matters of the Board that fall within the responsibility of the Treasury Department, including working to analyze, organize and process ongoing debt, cash management and risk related responsibilities.
- Essential Duties and Responsibilities include the following:
-Assisting in the daily reporting and reconciling of cash activities and updating inter-week cash forecasting model.
-Monitoring bank collateralization on a daily basis.
- Periodically preparing Treasury related graphs, charts, and analysis for external or internal presentations, other governmental units. Assisting in preparation of internal communication documents and presentations.
-Assisting in researching investment options, strategies and projecting interest earnings as well as maintaining ongoing credit reviews of all investments made.
-Participating in the functions related to risk management and insurance monitoring for CPS vendors.
- Performing data and trend analyses to monitor performance and improve efficiencies across Treasury related functions.
- Updating and providing continuing disclosure of the District's financial and debt related information to all required regulatory bodies, information depositories.
- Assisting in various Treasury related budget and accounting functions including but not limited to journal entries and reconciliations of budgetary expenditures for debt, cash, investments and risk.
- Ensuring that all items related to debt service payments are completed in a timely manner, including notices for payment of debt service, administration of the District's debt service and capital funds.
- Monitoring expenditure and reimbursement tracking related to bond proceeds issued for capital purposes.
- Managing and tracking Treasury vendor invoice payments to ensure invoices are paid timely and within contract terms.
- Answering daily department related phone calls & emails, escalating when necessary for further review.
- Maintaining department records and databases so that relevant information is current/valid at all times.
- Performing additional special project duties as assigned.
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty listed above in a satisfactory ability. Education/Experience : Bachelor's degree required, ideally in finance or risk management. Experience - At least 2 years' or more experience working in accounting, finance or risk management.
Language Ability: Ability to read, analyze, and interpret general business information, legal contracts, data, and websites. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from groups of managers, colleagues, customers, and the general public. Ability to read, interpret, and apply CPS Rules and Policies.
Analytical/Computation Ability: Strong analytical, financial and problem-solving skills to deal with financial, risk insurance business and technical issues. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills: Advanced Microsoft Excel skill set required, including pivot tables and other data analytics functions. Adept user of internet, email, and other office automation systems. Exposure to Oracle financial applications preferred.
Residency Requirement:
As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date and maintain residency throughout their employment with the district.
