BASIC QUALIFICATIONS:

Possession of a master's degree in school administration, public administration, or related field and preferably completion of job-related courses above the master's degree level; or any equivalent combination of experience and training, including the principalship, which provides the required knowledge, skills, and abilities.
Must possess a comprehensive knowledge of logistics which involve complex problems of a support nature. Capable of long- and short-range planning, knowledge of budget planning, personnel management, and ability to develop policies and procedures to guide and manage support operations of the School Division. (e.g., transportation, food services, facilities)

BASIC FUNCTION/NATURE OF WORK:

Serves as the principal adviser and assistant to the Superintendent in the area of school support services. Supervises the functions of transportation, construction and planning, facilities management, and food services.
As the School Division's leader of school support services, the Associate Superintendent for Support Services has critical oversight responsibilities for the School Division. This position requires extensive experience in school support services with higher level formal training in business administration, as well as experience in large-scale operations. The requirements listed below are representative of the knowledge, skill, and/or ability required:
•Demonstrate broad knowledge of the principles, practices, methods, and theories of modern management and current trends related to the assignment.
•Ability to manage fiscal, physical, and human resources necessary to carry out the diverse functions and programs of the department.
•Demonstrated ability to think strategically.
•Ability to plan, formulate, and execute policies and programs.
•Ability to explain and interpret PWCS regulations, policies, and rules to individuals and groups in order to gain cooperation, understanding, and required compliance.
•Ability to analyze a variety of administrative, operational, and fiscal problems and make sound recommendations for solutions.
•Ability to establish effective cooperative working relationships with officials, including the ability to develop consensus that accommodates conflicting interests and viewpoints.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:

The Associate Superintendent for Support Services serves as the principal adviser and assistant to the Superintendent in the functional areas described above. These duties and responsibilities include the preparation of the School Division's long-range capital improvement program, and the supervision of the transportation, food and nutrition services, construction and planning, and facilities management services.
Within the limits of Division policies, procedures, programs, and budgets, the Associate Superintendent for Support Services is responsible for, and has commensurate authority, to accomplish the duties set forth below:
•Work collaboratively with all stakeholders in Providing A World-Class Education.
•Develop objectives for the Division's support services operations in conformance with overall Division directives, and designs strategies to reach desired goals expressed in terms of comprehensive short- and long-range goals.
•Represent PWCS on department-specific matters at the national, state, regional, and local levels.
•Ensure compliance with federal, state, and local legislation.
•Organize and direct assigned functions to achieve stated objectives and periodically review these functions in terms of their effectiveness and make recommendations.
•Provide advice, counsel, and support to the School Board, Superintendent and Deputy Superintendent, Superintendent's Staff, and School Leadership Teams (e.g., school principals).
•Oversight and management of the Office of Facilities Services includes a $28.5* million maintenance operation supporting 103* schools, centers, and support facilities. The Construction department expends approximately $100* million per year in the construction of new schools and additions, as well as conducting major repairs and renovations to existing facilities and acquiring additional school sites. PWCS has typically opened one to two new schools each year. Every school must be completed on-time and within budget.
•Leadership of the Capital Improvements Program (CIP), involving the ten-year planning for the construction, renovation, and maintenance of facilities while considering fiscal limitations, balancing new construction versus renovation of aging facilities, forecasting of additional student enrollment, adjusting boundaries, and addressing the associated administrative and political concerns.
•Oversight of the Office of Transportation Services, including 721* buses, over 1100 employees, and the safe daily transportation of over 62,000* students traveling 55,000 miles daily. Management of a GPS system for buses to enhance maintenance, improve routing, provide online bus tracking (a critical security element in the Washington Capitol area), and improve the efficiency and effectiveness of daily bus operations.
•Oversight of the Office of School Food and Nutrition Services, including the operation of 94* food service operations. Serve over 25,000* breakfasts and 56,000* lunches a day in a School Division that is 42%* free and reduced lunch.
•Maintain relationships with outside organizations including applicable federal, state, and/or local government agencies, Virginia Department of Education, Virginia Region IV, Prince William County staff, surrounding school divisions, and other community groups.
•Interface with personnel of other school divisions' operations staff for sharing of appropriate information, strategy planning, and joint program coordination.
•Provide for the selection and development of department employees to staff assigned functions and evaluate subordinates' performance.
•Keep abreast of the latest developments in public education, with special attention to the areas of facilities, construction, transportation, and food services through such activities as reading and attendance at seminars and conferences.
•Participate in local, state, and national organizations within assigned areas of responsibility.
•Identify new and innovative business practices for the purpose of providing effective and efficient fiscal services.
•Complete other duties as assigned.

The Associate Superintendent for Support Services has overall responsibility for the oversight of all facilities and grounds including 103* schools, centers, and support facilities. This includes responsibility for the maintenance, improvement, and operation of the facilities, as well as the operation of 94* cafeteria operations. The position is also responsible for the oversight and operation of transportation services including 721* buses.
