The job of Assistant Superintendent of Business is accountable for administering the programs and operations of business services including fiscal services, purchasing, accounts payable and accounts receivable, and fee and lunch waiver, transportation, grants and compliance, and food services. In addition, the Assistant Superintendent manages the human and financial resources of the Business Department in a cost-effective and efficient manner. The Assistant Superintendent of Business directly reports to the Chief Operations Officer.

Essential Duties and Responsibilities:
The following identifies the primary and essential functions of the assignment and is not intended to be an exhaustive listing of all duties.
  1. Acts as liaison with other operating units, agencies and outside officials regarding policies and procedures;Administers the District's grants and related activities;Administers the staff and operations of the fiscal functions including budget preparation and management, accounting, and financial reporting and analysis, benefits administration, food service operations, and transportation management program;Applies Illinois Public School Finance and governmental fund accounting principles to departmental and District fiscal and financial needs;Assists data processing experts in the planning and implementation of financial aspects of automated systems; utilizes automated systems for financial analyses;Designs and develops programs and activities;Designs and implements performance review standards for Division staff;Develops and monitors internal control procedures;Develops, implements and evaluates policies, goals and objectives;Directs financial planning activities including long and short-term forecasting, investment and borrowing strategies;Ensures the proper maintenance of financial records for the District;Ensures timely completion of the District's financial audit, and ensures implementation of any needed changes or adjustments;Facilitates District's Finance Committee, prepares agenda and reports;Implements new procedures and procedural revisions;Maintains communications with the District business managers, obtaining and providing information and reporting as needed;Maintains contact with individuals within and outside of the Division who might impact on policy or program activities;Manages contracts;Manages fiscal services functions including budget, accounting, tuition billing, and purchasing;Manages the District's rate setting, billing and collections;Monitors cash flow daily and makes appropriate investments;Oversees and administers policies, practices, programs and objectives, in the assigned programs, projects and specialized areas of expertise;Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;Verifies accuracy and consistency of billings; andPerforms other duties as required.

Necessary Knowledge, Skills, and Abilities:
The following identifies the knowledge, skills, and abilities that are essential for the Assistant Superintendent (this is not intended to be an exhaustive listing of all duties).
  1. Considerable knowledge of and ability to apply management principles and techniques;Considerable knowledge of and ability to apply principles and practices of public administration with special references to governmental budget management and governmental accounting;Considerable knowledge of relevant State and Federal laws, statutes and regulations;Considerable knowledge of the principles and procedures of fiscal operations, transportation, purchasing, grants administration and contract administration;Considerable interpersonal skills;Considerable negotiation and conflict resolution skills;Considerable oral and written communications skills;Considerable ability in the preparation and analysis of financial and statistical reports and ability to utilize digital computerized systems for financial management;Considerable ability to work cooperatively and effectively with the Board of Education, Superintendent, District Leadership Team, and other stakeholders;Ability to work with individuals from diverse backgrounds.

Required Qualifications & Experience:
  1. Ten (10) years of experience in a combination of fiscal/administrative functions (e.g., school finance, accounting, accounting systems, budget management, grants administration, and purchasing; at least one (1) of which must be an accounting function.Two (2) years of the General Experience must have been in a managerial capacity over professional business office staff.Illinois Professional Educator License with the required Certified School Business Official endorsement as provided in the School Code.Valid Driver's License & Evidence of Insurability
