CLASS TITLE : Project Engineer

REPORTS TO : Sr. Supervisor, Design

DEFINITION : Under general supervision, administers capital projects in the Office of Facilities Construction and Improvement. Serves as a project engineer for the design, construction, and inspection of projects. Supervises inspectors. Oversees and coordinates the work of consultants, designers and contractors. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Supervises a team to evaluate and analyze existing facilities. Reviews the work of in-house and consultant engineers and others. Reviews and comments on project designs, plans, drawings, and related documents. Provides advice and guidance regarding building codes, design issues, and related matters.
  • Prepares designs which are developed into construction documents for various types of Capital building projects.
  • Participates in the contract bid process. Responds to questions and concerns at pre-bid meetings.
  • Prepares and reviews contract documents. Conducts meetings with consultants, contractors, suppliers, citizens, school-based employees, and others regarding capital projects. Responds to their questions and comments.
  • Establishes, monitors, and coordinates project schedules and deadlines. Investigates, studies, and resolves issues that occur during the project's construction. Travels to project sites. Performs fieldwork in investigating and resolving construction issues.
  • Processes project change orders. Coordinates with contractors and field personnel to implement changes and to resolve project issues. Coordinates and reviews project expenditures. Reviews requisitions and bills. Reviews account funding.
  • Supervises the inspection of project construction. Plans, assigns, and reviews the work of inspectors. Reviews inspectors' reports of project progress.
  • Maintains records and prepares reports. Prepares correspondence.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or university with a bachelor's degree in mechanical or electrical engineering or be licensed in the State of Maryland as a Professional Engineer.
  • Two years of design/engineering experience preferred.

Licenses and Certificates:
  • State of Maryland Professional Engineer license preferred.
  • Possession of a valid class C Maryland driver's license or an equivalent is required.
Required licenses must be maintained throughout employment in this position or any other positions that require them.

Knowledge, Skills, and Abilities :
  • Knowledge of engineering principles and practices.
  • Knowledge of drafting materials, instruments, and techniques.
  • Knowledge of capital project construction management.
  • Knowledge of building codes.
  • Skill in the preparation and review of plans, drawings, and specifications.
  • Skill in leading, guiding, and coordinating projects from inception through completion.
  • Skill in coordinating the work of contractors and consultants.
  • Skill in working with other departments, outside agencies, and the public regarding project issues.
  • Skill in the preparation of reports and correspondence relating to projects.
  • Skill in administering large and complex project budgets.
  • Skill in the operation of personal computers and office software packages.
  • Skill in the use of computers.
  • Ability to supervise inspectors.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships.
  • Ability to maintain confidential information.
  • Ability to use computers and required software.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
Work requires travel to and the inspection of project sites throughout Baltimore County.

CONDITIONS OF EMPLOYMENT :
Employees in this classification are Essential-As-Needed Personnel which states that employees are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.

Persons appointed to this class may be required to work beyond their normally scheduled hours with little or no advanced notice.

FLSA : Exempt

SALARY: Grade 05 on the BCPS OPE 12 Month payscale $64,383 - $99,536.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00 . An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
