The Personnel Office announces an opening for the position of Evaluation Data Specialist. This is a twelve-month position on the administrative and supervisory schedule, Grade E10, with a salary range of $65,776 to 97,365 (2010-2011 administrative salary scale).
DISTINGUISHING FEATURES OF WORK
The Evaluation Data Specialist, working under the direction of the Assistant Director for Evaluation in the Office of Planning and Evaluation, is responsible for gathering, producing, analyzing and reporting data for evaluations. The school system has a comprehensive evaluation system for schools, programs, departments, and staff. Evaluations also are conducted for selected new initiatives.
The Evaluation Data Specialist is primarily responsible for assisting program staff in identifying or developing the data needed for evaluations including student information and outcomes, surveys, and other data. The Evaluation Data Specialist will extract, gather, analyze and report evaluation data. The Evaluation Data Specialist will coordinate annual reporting on indicators in the APS Strategic Plan. The Evaluation Data Specialist will also be responsible for quality control of the process for gathering new data via scan ready forms, including design of data collection instruments, producing and scanning forms, and preparing the data for analysis.
ILLUSTRATIVE EXAMPLES OF WORK
• Develops, analyzes, and reports data from a variety of data sources, based on specifications outlined in program evaluation designs and the Strategic Plan.
• Extracts, formats and extrapolates data from disparate sources for use in program evaluation.
• Works with data architect and Enterprise Solutions to develop technology solutions that expedite the analysis and presentation of data meaningfully.
• Develops systematic automated processes for annually reporting on student data and outcomes, based on data needed for program evaluations and Strategic Plan indicators.
• Assists staff in developing data collecting tools such as surveys, interviews, and focus groups.
• Provides technical support to program staff in identifying evaluation outcomes, developing data collection methods, and reporting results.
• Develops and monitors an annual calendar of reporting on evaluation data.
• Works with Clerical Specialist to trouble shoot issues related to implementation of the on-line survey/data gathering systems and scanning processes.
• Coordinates work with the Data Architect and other data staff in Planning and Evaluation.
• Provides training, as needed, to APS staff on use of on-line systems.
• Creates longitudinal data sets linking student performance on various assessment measures over time.
• Develops written instructions for technical and systematic processes.
• Works with other staff in Information Services to coordinate efforts.
• Collaborates with staff in Planning and Evaluation to improve the extraction and reporting of data.
• Oversees the evaluation web page, making it a clearinghouse for evaluation-related resources and results.
MINIMUM EDUCATION, TRAINING, AND EXPERIENCE
• A degree in programming, statistics, program evaluation, educational research, public policy, or a related field.
• Ability to design and manage multiple complex tasks with minimal direction.
• Ability to learn new data applications and integrate them with existing technical expertise.
• Experience in planning, organizing, and managing complex data collection networks.
• Extensive experience using programs such as SPSS, Excel, and Access to analyze data, generate graphs, and produce reports.
• Experience creating fast formulas or scripts that facilitate efficient handling of data.
• Experience in the development of surveys.
• Excellent oral and written communication skills.
• Competence in interpreting complex data and communicating its meaning effectively to people with different levels of experience.
• Ability to establish and maintain effective working relations with staff and citizens and to work as a member of a team.
PREFERRED QUALIFICATIONS
• A master’s degree in statistics, program evaluation, educational research, public policy, or a related field or equivalent industry certifications.
• A minimum of three years of experience in working with program evaluation, statistics, and/or other research activities, preferably in a K-12 school district.
• Experience working in public schools.
• Experience in conducting formative and summative program evaluations.
