The Director of Human Resources is responsible for developing and implementing human resources policies and procedures; coordinate classified and certified employee relations issues and practices; conduct investigations, facilitate process of litigation, EEOC, Fair Labor Standards, ADA and various employee/association grievances; keep abreast of legal issues and serve as a resource to administrators and supervisors for Human Resources functions.  The Director has the responsibility to manage the total employment and recruitment function as well as to administer the day-to-day operation of the Division of Human Resources offices in both districts, including school staffing, recruitment for teachers and substitutes, employer/employee relations, evaluation of office personnel, credentialing and NCLB. The employee reports to the Commissioner of Education.  


  • Conduct investigations, prepare and develop employee relation issues and practices. Facilitate processing of litigation, unemployment hearings, workers compensation claims/hearings, EEOC, Fair Labor Standards. Assist in development of education and facilitation programs. Work on various employee relations projects.
  • Maintain current knowledge of and ensure that Human Resources and district staff comply with Department policies and interpretations, state and federal laws and Bargaining Agreements.
  • Consult and advise supervisors and administrators regarding issues of compliance of bargaining agreement. Monitor all Progressive Discipline Actions.
  • Responsible for Criminal background investigation reports on employees.
  • Establish and maintain positive working relationships with key district staff and association/bargaining units’ leadership in order to maximize effectiveness of Human Resources objectives. Respond to grievances filed and facilitate resolution (mediation, administrative transfer, demotion or separation of employee).
  • Direct responsibility to manage total employment and recruitment function; reduction in force staff, administrative transfers.Recruit qualified candidates for classified/certified/administrative positions
  • Interview prospective applicants and evaluate qualifications
  • Make offers of employment
  • Participate in local/state/out of state Job Fairs
  • Serve on negotiation teams to negotiate yearly contracts and to develop contract language to ensure language meets Board Ends statements without violating operating limitations or superintendent policies.
  • Coordinate exit interview process. Develop a plan and manage efficient data accumulation of exit survey information and analyze information to determine themes of reasons employees have exited the school district;
  • Administer, organize and conduct training for supervisors. Review and monitor remediation plans and offer input/feedback to supervisors regarding plans
  • Responsible for the recruitment, screening, interviewing, selection, placement and transfer of personnel;
  • Provides assistance to employees in matters of interpretation of District policies, including leaves, retirements, credentials, salary placement and transfer;
  • Monitors credential authorizations and assignments;
    Monitors teacher compliance requirements for No Child Left Behind;
  • Maintains accurate records of staffing needs, leaves of absence, transfer requests and attrition;
  • Assists in the completion of required State and Federal personnel reports;
  • Assists in the coordination of the District employee performance appraisal and retirement programs;
  • Completes surveys and generates reports as required;
  • Assists in the development of the District's personnel budget;
  • Collaborates with other departments to support and implement new employee orientation and diversity training programs;
  • Prepares, distributes and maintains necessary materials and records for summer employment;
  • Coordinates the assignment of student teachers between colleges/universities and the elementary and secondary schools;
  • Assists in the preparation of materials for negotiations with bargaining unit representatives;
  • Work independently with little direction;
  • Perform related duties as assigned.  


  • Possess current training/knowledge in the areas of Employment Labor Laws;
  • Possess current training in EEOC laws and have knowledge and written skills to respond to EEOC complaints;
  • Possess current training in Contract Negotiations;
  • Possess current training and understanding of Workers’ Compensation process and accommodations for employees, and working/coordinating with supervisors to ensure the district is in compliance with Workers’ Comp law;
  • Have thorough knowledge of Department policies an how they may be applied from a Human Resource perspective in discipline and separation of employees;
  • Have a thorough knowledge of how to conduct an investigation regarding: hostile work environment, sexual harassment, ADA noncompliance, EEOC;
  • Ability to promote and follow Board of Education policies and Department policies;
  • Ability to communicate, interact and work effectively and cooperatively with all people, including those from diverse ethnic and educational backgrounds. Willingness to contribute to cultural diversity for educational enrichment;
  • Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment and report unsafe conditions to the appropriate administrator;
  •   Ability to establish and maintain interagency relationships;
  •   Ability to make sound and independent judgment while performing various tasks and assignments;  


  • Master's degree Human Resources Management or closely related field with training/experience in the broad aspects of school administration and at least five(5) years of successful experience in a supervisory or managerial position; or  
  • Bachelor's degree in Human Resources Management or closely related field with training/experience in the broad aspects of school administration and at least seven (7) years of successful experience in a supervisory or managerial position.
