JOB TITLE : Sr. Project Engineer

REPORTS TO : Sr. A/E Supervisor

DEFINITION : Manages the design, review, approval, and construction of engineering projects involving building mechanical systems. Provides project designs and reviews the designs of in-house and consultant engineers.

  • Serve as project engineer/architect for in-house- and consultant-designed projects. Review construction drawings. Oversee the submission, review and approval of design documents by the appropriate County and State agencies.
  • Manage the bid phase of projects. Manage the project during the construction phase. Ensure that projects keep to completion schedules.
  • Participate in progress meetings with contractors. Reviews and approves shop drawings.
  • Approves contractor's requisitions and change orders.
  • Serve as a liaison between the contractor, architect, BCPS, and the Office of Engineering and Construction.
  • Inspects contractor's work and ensures contractor compliance with architectural plans, specifications, applicable building codes, and construction practices. Supervise the assigned in-house or contractual inspector.
  • Performs final inspection and prepares punch list ensuring that all punch list items are corrected by contractor, and conducts project close-out.
  • For in-house-designed projects, conducts progress meetings with contractors. Approves contractor's requisitions and change orders.
  • For consultant-designed projects, reviews and negotiates consultant proposals, writes review and approval letters for same. Prepares board exhibits, contracts and purchase orders.
  • Review consultant work for completeness, correctness, and conformity to Baltimore County Public Schools requirements. Reviews and approves invoices. Oversee the submission, review and approval of design documents by the appropriate County and State agencies.
  • Prepare various types of engineering/architectural contracts and engineering/architectural designs.
  • Prepare and review correspondence, reports and maintains records.
  • Prepare budget cost estimates for renovation projects.?


Education and Training:
  • Graduation from an accredited college or university with a bachelor's degree, preferably in engineering or architecture, plus eight years of specific engineering and architectural design and construction/project management experience required, five years of which were in the institutional or commercial building field.

Licenses and Certificates:
  • Possession of a license as a Professional Engineer or Architect in the State of Maryland is preferred.
  • Possession of a valid class C Maryland driver's license or an equivalent is required.

Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively may be considered.

Knowledge, Skills, and Abilities:
  • Thorough knowledge of the principals and practices of engineering/architecture.
  • Thorough knowledge of engineering/architectural drawings and specifications.
  • Knowledge of building codes.
  • Knowledge of and skill in the use of databases, internet, word documents, spreadsheets and software used in engineering/architectural design, drafting, computer modeling, and project management.
  • Thorough knowledge of local, state, federal laws, rules, policies, and regulations and procedures dealing with the total building codes.
  • Knowledge of local building code interpretations and Baltimore County permit process.
  • Excellent communication (both verbal and written) and negotiation skills. Skill to review and ensure accuracy of construction drawings and specifications. Skill in speaking and presenting to groups.
  • Ability to supervise engineering and design professionals.
  • Ability to work with all levels of professionals.
  • Ability to maintain effective working relationships.
  • Ability to organize, plan and execute work with minimal supervision.

Work is performed mainly in an office environment but involves occasional travel to offices, and schools throughout Baltimore County. Work also involves inspecting project areas such as boiler rooms, rooftops, storage areas, etc.

Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights, weekends, and travel.

FLSA : Exempt

SALARY: Grade 07 on the BCPS OPE 12 Month payscale $70,897 - $109,605.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $67.75 An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Benefits session.
  • Additional job verification will be required for salary credit.
