JOB TITLE : Business Systems Software Engineer

REPORTS TO : Manager ERP System Development and Administration

DEFINITION : Designs, develops and maintains business systems software solutions that are intended to increase the efficiency and productivity of supported staff. Performs other related duties as assigned.

  • Defines and documents requirements in close collaboration with users and analysts.
  • Writes and documents process and program specifications. Ensures proper documentation standards and procedures are maintained.
  • Designs, develops and maintains web and data integration applications and solutions. Works closely with Technical Support team to minimize performance issues.
  • Coordinates system testing and assists users with acceptance testing to ensure product being delivered meets project requirements.
  • Facilitates the design, development and maintenance of data and process models.
  • Works on multiple project requests. Engages vendors of applications and systems to assist with best practice implementations and troubleshooting.

  • Researches and provides guidance in the use of new technologies beneficial in the solution design and development phases.
  • Assists in the development of work plans and project organization/documentation.
  • Participates in the evaluation of appropriate technology candidates and personnel during the interview stage. Serves on various committees as assigned.
  • Perform additional duties as assigned.


Experience, Education and Training;
  • Bachelor's degree in job related area.
  • Five years experience in developing information systems solutions using .NET, HTML, VB and JavaScript, Java, SSIS, Crystal Reports.
  • Two years experience with implementation and integration of commercial off-the-shelf (COTS) software into existing architectures.
  • CGI Advantage or other enterprise resource planning (ERP) systems support experience is preferred.

  • Knowledge of current and emerging technology and Systems Development Methodology.
  • Knowledge of web-centric information systems architecture, project management best practices, and processes, method and techniques for analysis and evaluation of business practices.
  • Skill in problem solving, managing projects/programs, effective listening, and the use of technology tools including Java, Javascript, VB, .Net, HTML, Crystal Reports, SQL, SSIS and SSRS.
  • Skill in reviewing and interpreting highly technical information and writing technical materials.
  • Skill in speaking a persuasively to implement desired actions.
  • Problem-solving skills.
  • Teamwork skills.
  • Ability to schedule activities, meetings, and/or events; often gather, collate, and/or classify data; and use basic, job-related equipment.

  • Ability to implement information technology solutions, manage diverse teams, multi-task and prioritize.

The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers and other office machinery, and physical activities, including walking, lifting, typing, sitting.

This position is considered ""essential as needed"" and is required to work when schools are closed due to inclement weather or other emergency conditions. Persons appointed to this class participate in on-call rotation and may be required to work beyond their normally scheduled hours with little or no advanced notice. Work may include evenings and weekends as required.

SALARY: Grade 07 on the BCPS OPE 12 Month payscale $72,315 - $111,797.

FLSA : Exempt

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $67.75. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
