This position is located in the World Class Instructional Design and Assessment (WIDA) Project within the Wisconsin Center for Education Research, which offers research, assessments, professional learning, and technical assistance to support the language development of Pre-k-12 students. The Professional Learning Researcher will oversee the development and implementation of research-based professional learning program offerings, workshops, resources, materials and courses for educators in the field, as well as a growing program of asynchronous online educator resources.   This position will lead the research and evaluation of innovative professional learning initiatives and will collaborate as a co-investigator on professional learning research grants.

Advertised Salary: Minimum $70,000 ANNUAL (12 months) - Depending on qualifications

Anticipated begin date: July 15, 2017

FTE: 100%

Degree requirement and field of study: MS/MA is required; Ph.D. is preferred in education, linguistics or similar discipline. Experience managing or directing Professional Learning programs designed for pre-K- 12 setting required.  Additional training and coursework in management, administration, and supervision preferred.

License or Certificate: ESL licensure or bilingual certification preferred.

Other Qualifications:

  • A minimum of 5 years' experience leading professional learning programs, preferably in or related to a pre-K-12 or academic environments, involving multi-disciplinary teams of trainers, program managers, administrative coordinators, graduate students, and consultants.
  • Superior writing, communication and presentation skills.
  • Teaching experience with English language learners (ELLs) required.
  • Demonstrated knowledge of the field of second language acquisition including the use of English language proficiency (ELP) standards; the role of academic language in content learning, and research-based instructional practices.
  • Experience in the development of organizational systems, on-going strategic planning, administration, and management of projects, deadlines, and budgets.
  • Familiarity with the WIDA ELP Assessment system, which includes ELP standards, assessments and professional learning preferred.
  • Experience developing strategic partnerships with other national institutions in the prek-12 arena.
  • Experience directing qualitative and quantitative research.
  • Experience writing scientific papers and grant proposals in the areas of language acquisition, educator effectiveness, and education policy & leadership.

Duties for this position:

50% Lead the research and evaluation of innovative Professional Learning Initiatives:

  • Foster a professional environment that promotes research, experimentation and innovation in bilingual-bicultural and ESL education within WIDA’s standards based context.
  • Co-design WIDA research team studies on relevant, related projects.
  • Direct the research and implementation of the quality assurance policies and procedures, and make decisions on strategic program improvement decisions.
  • Oversee the development of a growing body of evidence based, asynchronous, and online professional learning resources.
  • Lead the conceptualization and oversee the writing and submission of grant proposals to fund existing or additional research or programs related to WIDA’s professional learning.
  • Serve as co-principal investigator on professional learning research grants.
  • Conduct or lead qualitative and quantitative analyses of data and prepare research reports.

 25% WIDA Leadership Role:

  • Represent the Department of Professional Learning on the WIDA Leadership Team.
  • Present the vision and on-going development of the Professional Learning department in WIDA leadership meetings as well as with the WIDA Consortium, it’s Board, and organizations interested in Consortium goals, objectives, and plan of work, products, reports, and progress.
  • Represent WIDA at national research meetings and to national organizations such as AERA, ASCD TESOL, NABE, CCSSO, and other relevant state or national organizations.
  • Actively participate in the national research policy dialog on the education of ELLs.
  • Represent WIDA at conferences through the delivery of presentations, workshops or research seminars.
  • Collaborate with WIDA Leadership on strategic business development related to WIDA professional learning products and services to educators within and beyond the WIDA Consortium.
  • Serve as lead content contributor to the annual WIDA Conference Committee.

25% Direct Professional Learning Department staff and activities:

  • Provide strategic direction to WIDA's Professional Learning Department through leadership of the Professional Learning Leadership Team.
  • Develop a vision for the Department of Professional Learning in its continued growth, managing and enhancing the current and future components of WIDA's professional learning, online resources and publications.
  • Create the strategy to strengthen the relationship with WIDA Consortium member states and guide the development of State Education Agency professional learning plans and offerings in the current and new Consortium structures.
  • Identify external partnership opportunities and positioning in national field.
  • Directly or indirectly supervise more than 25 researchers, outreach specialists, and administrative program specialists.
